Many of the large buildings in Cleveland were built by businessmen who got rich in steel or shipping. These people seemingly wanted to show themselves as America's nobility, creating styles of adornment and fortification that suggest a medieval Europe that never was.

This building was built very early in the city's history by what was then
a local paramilitary group.
Chevrons suggesting a noble's coat of arms are common.
Though many are blank. To be filled in later?
I don't know whether this has anything to do with the style for
circular openings in the front of buildings.
