According to Street Gallery, this is the "Three-part head of the mestizo, a symbol representing the Chicano identity [...]". But Street Gallary also has a picture of this mural that shows that someone has since repainted it. The original set of three faces in the center was more detailed, and the central face had two eyes and a nose and mouth.
